This security update contains one security fix and two technical fixes. 

Please update as soon as possible.

• Fixed the access to the setup and update functionality.
• Fixed the fallback to languages with a script if the locale contains the country code.
• Fixed the loading of the configuration file if it is empty

This new release contains a performance fix.

• The method to count the valid and invalid submissions for the dashboard chart and the statistic API loaded too much data. In some scenarios, mosparo was not usable anymore because a timeout occurred. Thank you, Tobi77, for reporting the issue and providing a fix. (#121)
